You don't need congressional authorization. I said that for Biden. I said that for Obama. I said that for Clinton. I have been a military lawyer all my adult life. This debate is ridiculous. To suggest, constitutionally, you cannot use the military as commander in chief unless Congress authorizes it is flipping the Constitution on its head. The president can't put us in a state of war. A long time ago, they said they want that decision to be made by Congress, by a lot of people, not a single person. That doesn't mean the military cannot be used by the commander in chief.
