Today DBKL takes a decisive step forward by opening its One Stop Centre (OSC) Portal to the public in order to strengthen transparency and accountability in Kuala Lumpur’s town planning process. With public access to the OSC Portal, members of the public can now obtain relevant information on development applications within their areas and verify whether such projects have received the necessary approvals from the relevant authorities. 2. To safeguard the rights of landowners and applicants, a dedicated public access tab has been created within the OSC Portal. Only non-confidential and relevant planning information will be made available for public viewing. Private and confidential information, such as detailed building plans and documents that form part of a landowner’s proprietary rights, will remain protected. 3. By making this information accessible, DBKL aims to enhance public confidence in the planning and development process, while ensuring that all development activities are carried out in an orderly, compliant and responsible manner. Such openness in town planning is already standard practice in many mature jurisdictions, where access to basic planning information is recognised as a public right rather than information to be withheld. This is a reform that has long been championed by Members of Parliament, civil society organisations and residents’ associations in Kuala Lumpur and today, we deliver. I thank the mayor of Kuala Lumpur, Datuk Seri TPr. Fadlun bin Mak Ujud for facilitating this reform in a speedy manner. 4. Town planning in Kuala Lumpur must never be the domain of a few, decided behind closed doors and shielded from public scrutiny.
