The Hong Kong Housing Authority offers different types of priority schemes for the elderly in need of public rental housing, but the government has never put forward a systematic and comprehensive housing policy for seniors. Moving debuted in 2003 and centers around Ngau Tau Kok Estate, one of the oldest and largest public housing projects in Hong Kong. Most of its residents were either elderly who lived alone, or working-class families. In 2001, after the government announced its plan to redevelop the area, residents struggled to relocate to new housing estates. The documentary was shot in five months and followed social workers who worked with the residents as they dealt with the relocation, offering a glimpse of the lives of old people. Senior residents echoed how the pension and relief funds they received will be unable to pay the new rent alongside miscellaneous expenses after the forced location, adding that the government also hoped to reduce social pension funds. The housing estate was demolished shortly after the release of the film. About the Creator: Tammy Cheung is a China-born Hong Kong documentary filmmaker. After years of working as a film festival organizer in Canada, Cheung made her directorial debut with her first documentary, Invisible Women, which follows the lives of three Indian women in Hong Kong. An admirer of the American filmmaker Frederick Wiseman, Cheung uses the "Direct Cinema" approach in her works, which feature contemporary socio-political issues. Cheung was also the founder of film distribution company Visible Record, which organized the annual Chinese Documentary Festival, now known as the Hong Kong International Documentary Festival. In 2021 the company stopped its activities in Hong Kong after Cheung relocated to the UK, where she has since been based. Visible Record still has an active Facebook page that announces Cheung’s new creative projects.
