Cleveland police investigating 'Ghost' employee at city's TV20 paid $672,050 for no show job

A former city of Cleveland worker is under investigation, accused of paying hundreds of thousands of dollars to a "ghost" employee who never actually showed up to work. Investigators say the forgery and theft happened at TV20, the City's public access channel and went on for about 14 years before being discovered. Documents show Cleveland's HR Director provided 14 years of invoices to police that showed a man, believed to be the office manager's nephew, was paid $672,050 from September 2011 through February 2025. The man was paid as if he were a freelance worker for TV20, however, there are no records of him ever being employed. Police say the man's aunt was in charge of scheduling freelance workers in her role as the office manager. According to the police report, both she and her nephew lived at the same address in Cleveland Heights during the time. 3News is not naming either of them because they have not been charged.
