NALEX... Northern Access Link Expressway Project Print Project Description The Northern Access Link Expressway (“NALEX”) is Component 1 of Greater Capital Region Integrated Expressways Network. It consists of two (2) Phases. NALEX, Phase 1 is a proposed 136.4-kilometer expressway that is envisioned to provide connectivity between the Metro/Mega Manila, the New Manila International Airport (“NMIA”) and Central Luzon as an extension and/or linkage of the Metro Manila Skyway-Stage 3 (“MMSS3”) at Balintawak. NALEX, Phase 2 is a demand-driven expansion from Masantol, Pampanga to Tarlac City. Supplemental Toll Operation Agreement (STOA) Approval Approved by the President of the Philippines on 06 May 2022. Contracting Parties Project Grantor: Toll Regulatory Board Project Investor: SMC Northern Access Link Expressway Corporation Project Operator: Skyway O&M Corporation Concession Period 30 years from the issuance of the Toll Operation Certificate (TOC). Project Cost Php 148.30 Billion [October 2021 prices] (Phase 1). Project Status As of 10 March 2023: On-going preparation of the Detailed Engineering Design (DED); On-going Environmental Compliance Certificate (ECC) application with DENR for Phase 1 Section 1 (Balintawak - Obando); DENR issued on 14 December 2022 the ECC fro Phase 1, Section 2 (Tulyahan to New Manila International Airport [NMIA]); and On-going procurement of the Independent Consultant.
