The revised Delegation of Financial Powers Rules (DFPR) 1978 allow officers to approve expenditures and projects without waiting for cabinet or ministerial approval in many cases. Secretaries now have full authority over contingent expenditures, while department heads can sanction up to ₹10 crore and secretaries up to ₹20 crore. For key infrastructure projects, including water, irrigation, and power, powers up to ₹200 crore have been delegated. District Collectors have also been empowered to approve ₹8 crore for non-residential housing and ₹2 crore for drinking water projects. This reform is expected to improve efficiency, transparency, and speed in government project implementation. Sanjeev Kumar Mishra, Principal Secretary of the Finance Department, emphasized that service delivery will become faster and more streamlined as a result.
