NOTICE OF PUBLIC MEETING The Lewis and Clark Board of County Commissioners Public Meeting will be held on Tuesday, February 24, 2026 at 9:00 AM in Commission Chambers, Rm 330. It is the policy of the Board of County Commissioners to render a decision at a later date after they have had ample time to consider all oral and written public testimony. The BoCC may render a final decision on the same date if substantial new information is not received. Public comment must be limited to matters under the jurisdiction of the Commission. 1. Pledge of Allegiance 2. Proclamation 3. Consent Action Items a. Vendor Invoice to Department of Environmental Quality. (Fred Sargeson) b. Public Meeting Minutes for January 20, 29; February 3, 5, 10, 12, 2026. (Roger Baltz) 4. Action Items a. Grant Application to the Montana Opioid Abatement Trust. (Troy Christensen) The Commissioners will consider the grant application to the Montana Opioid Abatement Trust (MOAT) for the Lewis and Clark Metropolitan Abatement Region Opioid Settlement Grant. The total application request is $215,318 with a period of performance from July 1, 2026, through June 30, 2027. b. Contract Between Lewis and Clark County and Great West Engineering. (Audra Zacherl) The Commissioners will consider the contract with Great West Engineering for the design, bidding, and construction administration of the Scratch Gravel Solid Waste District solid waste transfer site project. Contract is for time and materials not to exceed $276,600 with work to be completed by June 2028. c. Grant Award from the Montana Department of Commerce Montana Coal Endowment Program. (Dan Karlin) The Commissioners will consider accepting the grant award from the Montana Department of Commerce for the Augusta-Clemons Road Elk Creek Bridge Replacement Project in the amount of $750,000 with a local match of $793,700 to be provided by SB 536 funding. The grant period will begin upon approval of both parties through December 31, 2029. d. Grant Award from the Montana Department of Public Health and Human Services. (Sarah Sandau) The Commissioners will consider the grant award from the Montana Department of Public Health and Human Services for the Harm Reduction and Prevention to Reduce Opioid Overdoses in Montana funding opportunity in the amount of $5,000. The grant period begins once signed through August 31, 2026. e. Contract Between Lewis and Clark Public Health and Yellowstone City-County Health Department. (Sarah Sandau) The Commissioners will consider the contract with Yellowstone City-County Health Department, d/b/a Riverstone Health, in the amount of $11,400 to provide nurse supervision for the Nurse-Family Partnership home visiting program. The timeline for the contract is January 1, 2026 through September 30, 2026. f. Grant Application to the Montana Opioid Abatement Trust. (Sarah Sandau) The Commissioners will consider the grant application to the Montana Opioid Abatement Trust for the opioid abatement funding opportunity for up to $26,181. The grant period would begin July 1, 2026, through June 30, 2027. g. Board Appointment. (Roger Baltz) Lewis and Clark DUI Task Force 5. Public comment on any public matter within the jurisdiction of the Commission that is not on the agenda above. 6.
