Exodus 18 recounts the visit of Moses' father-in-law, Jethro, to the Israelites in the wilderness. Jethro hears about the great things God has done for the Israelites and brings Moses' wife, Zipporah, and their two sons to reunite with Moses. When Jethro sees Moses handling all of the people's disputes by himself, he offers wise counsel. He advises Moses to delegate the responsibility of judging the people to trustworthy men, dividing them into groups according to their size and difficulty of the case. Jethro suggests that Moses should focus on the more difficult matters and serve as a representative of the people to God, while these appointed leaders handle the simpler cases. Moses listens to Jethro's advice, implements the plan, and appoints leaders over thousands, hundreds, fifties, and tens. This system helps Moses manage his leadership responsibilities more effectively, and the people are content. The chapter concludes with Jethro returning to his own land after sharing this valuable advice with Moses.
