Worldwide consumption and thereby energy demand is continuously on a rising track. To meet this demand we have to develop enormous renewable energy capacity. Luckily, we have vast resources off our coastlines, in the form of high velocity wind speeds. Moreover, we can easily harness that potential with offshore wind farms. In regions such as the North Sea, there are many different players and countries with very similar interests. Cooperation among them can increase efficiency, reduce costs and create a higher energy security for all of them. To cooperate in the construction of offshore wind farms, as well as to coordinate electricity grids at sea, 10 European North Sea states have agreed to join the North Sea Cooperation. Belgium, Denmark, Germany, France, the United Kingdom, Ireland, Luxembourg, the Netherlands, Norway, and Sweden together with the European Commission are working on a common goal: to gain more offshore wind energy and less cables. The working programme for 2020-2023 and the new structure put a particular emphasis on developing concrete cross-border offshore wind and grid projects (hybrid projects), with the potential to reduce costs and space of offshore developments.
