I think I've further isolated the issue to be that, whenever there is a null signal (by "null" I mean nothing there. not sinking or sourcing) on the clock, the LED's will update pretty much randomly. When there's a null signal on the bus, the LED's will update to a random state. so, when both are null, basically anything can happen. As I show in the video, if i hold the clock in a state, it doesn't update, which is expected. However, when I change the state to anything (high to null or null to low or low to null) the module does update. Again, if I hold the bus pins to any value, and pulse the clock, it does update the registers properly.
