Various set-up shots of analyst 3. SOUNDBITE (Romanian) Constantin Rudnitchi, economic analyst: ‘’Yes, we are in a situation where this rule given by the American sanctions is also applied in Romania, namely that Lukoil should sell its assets in Western states. So, from this point of view, the appearance of a buyer, respectively this investment fund, I think is welcome, because until now there have been various versions, whether there was a discussion about the state taking over this Lukoil business in Romania, or other investors were expected. I think an investor of this type is welcome. Why? Because this Carlyle investment fund also has an investment in the Black Sea, through a company that already exploits natural gas from the Black Sea. And then it is clear that there is an interest in Romania. And I think that more than just for the Romanian market, starting from gas and gasoline, respectively crude oil, you can create synergies that will make you, let's say, a player even on a regional market. 4. Of course, the refinery there is larger than the one in Romania, it has a more important market share. So I think that from this point of view, if we think about the package, let's say Romania and Bulgaria, then the transaction is important and I think that from this point of view, the investor again must be…and I think will be responsible, because if we took a larger catastrophic scenario or let's say extreme, a closure of the refinery in Romania, plus a refinery in Bulgaria, it would certainly bring supply problems to the region, but I don't think that will happen. So it seems to me, at least at this moment, a transaction made by both parties, in good faith and in which we don't see any reason why it wouldn't work “ ASSOCIATED PRESS Ploiesti, Romania - 30 January 2026 8. Various of Lukoil petrol station STORYLINE: Russian oil company Lukoil plans to sell its international assets to U.S. private equity firm Carlyle Group, Lukoil said Thursday, as it rushes to divest its global portfolio in the face of impending U.S. sanctions. ’’An investor of this type is welcome’,’ said Constantin Rudnitchi, a specialist in economy. ’Carlyle investment fund also has an investment in the Black Sea, through a company that already exploits natural gas from the Black Sea and starting from gas and gasoline, respectively crude oil, you can create synergies that will become, let's say, a player even on a regional market." The U.S. Treasury gave Lukoil until Feb. 28 to sell its foreign assets in response to sanctions imposed by U.S. President Donald Trump to push for a ceasefire in Russia’s war on Ukraine. Lukoil didn’t give further details on the value of the deal, but said in a statement that it wouldn’t include the company’s assets in Kazakhstan. The sale still requires approval from the U.S. Office of Foreign Assets Control, which administers sanctions. In the meantime, Lukoil said that it would continue negotiations with other prospective buyers.
