This work session provided a comprehensive review of the Utilities Department's proposed FY2026 operating budget and FY2026-2035 Capital Improvement Program. Proposed increases in the water and wastewater commodity charges, capacity charges, and customer charges will result in a monthly combined water and wastewater increase of $2.76, or 4.24%, for an average residential customer using 7 CCFs per month. The proposed water capital cost recovery charge is $6,326, which is a $301, or 5%, increase. The proposed wastewater capital cost recovery charge is $5,670, which is a $270, or 5%, increase. Tiered capital cost recovery charges and capacity charges are proposed for the 3-inch and larger meters based on meter size and type as listed in the AWWA M22 Manual. The proposed meter charge for a five-eighth inch meter will increase by $40, from $200 to $240. The meter charge for larger meters will also increase. The proposed service line charge for a five-eighth inch meter will increase by $1,100, from $2,800 to $3,900. The service line charge for larger service line sizes will also increase. The strong waste surcharge rates for BOD and TSS are proposed to increase 10% due to operational costs. For BOD, the proposed increase is $0.03/lb from $0.25/lb to $0.28/lb. For TSS, the proposed increase is $0.02/lb from $0.24/lb to $0.26/lb. The proposed new section, 18-36, Meter Repair Fee is for the actual cost to repair the new advanced metering system meters with a minimum charge of $200 per occurrence, not to exceed the meter charges listed in ordinance section 18-22, Connection Fees.
