Charles Warner, a medical marijuana patient from Federal Way, spoke first at a crowded and rowdy hearing on the LCB's draft rules for implementing I-502 in Seattle, Tuesday Oct 8. His reading of what he said was an internal email exchange from the LCB was interrupted and security called out to stop him. The board said his reading was taking too long. Warner's reading and defiance set the tone for the meeting. "The fix is in" against the State's medical marijuana system, Warner said when explaining why he felt it was important to read the document. However, the board did receive its share of applause when reminding the crowd that their job was to implement I-502 and not cover medical marijuana policy.
