This video tells the story of Charles Page, a familiar and unwelcome figure in Birmingham’s pubs and police courts from the late 1890s to the early 1920s. Over more than two decades, Page survived through a mixture of confidence, respectability, and deception - posing as a commercial traveller, a photographer, or a canvasser to obtain free drinks, meals, and goods, often without paying a penny. We follow Page from his earliest appearances in the Birmingham courts, through the introduction of pub Black Lists under the Licensing Acts, repeated prison sentences, time in certified inebriate reformatories, and a mounting catalogue of convictions that eventually reached a grim milestone: his 100th offence. Along the way, we see how appearance, accent, and perceived respectability shaped who was trusted, and who was punished, in Edwardian England.
