Toronto is seeing positive changes in community safety, starting with a program first piloted in Regent Park. At a recent media conference, Toronto Police announced a major expansion of the Neighbourhood Community Officer (NCO) program, which began in 51 Division with officers embedded directly in the community. The model later extended to St. James Town and Moss Park, showing strong results in building trust, preventing violence, and connecting residents to local services. Police Chief Demko, Mayor Olivia Chow, TTC Chief Strategy Officer Josh Cole, frontline officers, and community leaders outlined the program’s citywide growth. New NCO teams will be deployed to additional neighbourhoods, with each area receiving four dedicated officers funded through the Service’s multi-year hiring plan. For the first time, NCOs will also cover the TTC subway system, patrolling key corridors seven days a week. Toronto Police reported encouraging trends for 2025: homicides and gun violence have dropped significantly, 911 response times have improved by 70%, and transit-related violent incidents are down 25%. Youth engagement remains a priority, with over 15,000 young people involved in summer programs and multi-agency initiatives aimed at crime prevention.
