I drove around BDA's Dr. Shivaram Karanth Layout in November 2025. The Layout formation is in full swing, but litigation remain and lot of construction already happened in plots around The Shivaram Karanth Layout, proposed in 2008 by the Bangalore Development Authority (BDA), has a history marked by legal disputes, farmer protests, and land acquisition controversies. After being initially challenged in the High Court and quashed, the project was allowed to proceed by the Supreme Court. However, it faced further challenges regarding the acquisition of land with existing buildings and the fair compensation for farmers. Recent efforts include laying a foundation stone, a committee to regularize buildings, and ongoing infrastructure work, though many issues related to compensation and project progress remain. Key milestones and challenges 2008: The BDA issued the preliminary notification for the layout, which aimed to develop a large residential area across several villages. 2014: The Karnataka High Court quashed the preliminary notification, leading to a legal challenge from the BDA. 2018: The Supreme Court set aside the High Court order, allowing the BDA to proceed with land acquisition. The court also noted that many buildings had been constructed on the notified land. 2020: The Supreme Court appointed a three-member committee to identify which legally constructed buildings could be saved from demolition. 2021: The Supreme Court regularized about 300 buildings within the layout. 2022: The BDA laid the foundation stone for the project and planned to allocate sites to land losers first, as per the Supreme Court's orders. 2023: The BDA began basic infrastructure work, but faced protests from farmers regarding the destruction of crops and the lack of adequate compensation. Present: The project continues to face challenges, including ongoing legal issues, the need for fair compensation for farmers, and the completion of pending infrastructure work.
