Is loadshedding a violation of basic human rights?

South Africa has for over a decade now faced intermittent power cuts. The constitution of South Africa states that access to electricity is a statutory obligation of South Africa’s power utility, Eskom. Recently the embattled power utility announced that loadshedding Stage 3 would be implemented indefinitely, which means citizens could face at least one power cut or more a day. Speaking yesterday during an ANC Letsema campaign, President Cyril Ramaphosa apologised to the country for the rolling outages, saying it is the biggest threat to the economy. Can load shedding be considered a violation of basic human rights? Dr Felix Dube from the University of South Africa gives some perspective.
