Close of flags of the Armed forces of Ukraine STORYLINE: Ukraine is in the final stages of drafting recruitment reforms to attract 18- to 25-year-olds who are currently exempt from mobilization as it looks for ways to bolster its fighting force, according to officials. "The plan includes financial incentives, clear guarantees for training, and measures to build dialogue," said the battlefield commander recently appointed to troubleshoot problems within the military. In his first interview with foreign media since taking up a new position last fall, Deputy Head of the Office of the President Colonel Pavlo Palisa said Ukraine was exploring new recruitment options saying that the current drafting system inherited from Soviet times is hindering progress. One initiative is what he describes as an “honest contract,” aimed at attracting mainly 18- to 25-year-olds who are currently exempt from mobilization. It will also be targeted at Ukrainians who have the right to deferment or were discharged after the mobilization law was passed. The project is in its final stages and is being tested for legal vulnerabilities, Palisa said. The effort could help respond to calls aired by the administrations of both former President Joe Biden and President Donald Trump that Ukraine could expand its manpower by lowering the conscription age. However, Ukraine’s President Volodymyr Zelenskyy has been adamantly opposed to implementing obligatory mobilization starting from 18 years old which he says would radically affect the future prospects of the war-weary country.
