A man who was dressed in army fatigues while carrying a "fully loaded" assault rifle was shot and killed by deputies Wednesday morning near a busy Brandon intersection, according to the Hillsborough County Sheriff's Office. It happened in the area of Windingwood Avenue and Providence Road. During a press conference, Chief Deputy Joseph Maurer said the sheriff's office received multiple calls at around 7:30 a.m. about the suspect, who also had an attack vest with body armor and a "headset of communication" on his head. "Imagine a mother or a parent taking your child to school, looking to the left or looking to the right seeing that man," Maurer said. After arriving at the scene, Maurer said deputies gave multiple commands to the man, later identified as 34-year-old Vincent Morin, to "drop the weapon, drop the gun," but he did not comply. At around 7:40 a.m., Maurer said three deputies "fired on the suspect." They immediately began life-saving measures, but Morin was pronounced dead at a local hospital a short time later. “That’s suspect, whatever his intentions were, were not peaceful. You don’t dress in army fatigues with attack vest, with body armor, a fully loaded assault rifle, and coms on your head to do anything peaceful," Maurer said. The confrontation shocked residents in the typically quiet Brandon neighborhood, which is a mix of residential and retail areas. “Why would you need to have that on you at that time of day in this area? That doesn’t make any sense,” Crystal Rodriguez, a neighbor, said.
