During his speech at the Namibia Oil and Gas Conference 2023, Dr Bongani Sayidini, CEO of the Petroleum Agency SA (PASA), outlined the essential role of Social and Labour Plans (SLPs) in cultivating skilled human resources for the upstream petroleum industry. Key points from his address include: Social and Labour Plans (SLPs): Dr Sayidini emphasised that SLPs are a mandatory regulatory requirement for granting production rights. These plans ensure that oil and gas companies actively contribute to the socio-economic growth of the communities where they operate. Skill Diversification: He highlighted the importance of expanding beyond traditional engineering roles to include specialised positions such as reservoir engineers, strategists, and legal experts trained specifically in oil and gas law. Inclusive Participation: A core focus was on the "full participation" of women and youth in the energy sector, aligning with regional strategies such as the Women Empowerment and Gender Equality (WEGE) Strategy. Local Content and Capacity Building: Dr Sayidini stressed that local content policies should extend beyond mere compliance; they must be effective tools for empowerment, knowledge transfer, and sustainable employment to prevent "fronting". Education as Freedom: Drawing from his personal experiences, he emphasised that education and discipline are fundamental drivers for citizens to lead fulfilling lives and to participate effectively in the high-stakes petroleum industry.
