This drastic measure was ordered by the DHS following a tragic shooting at Brown University last December. Because the perpetrator was a DV lottery winner from Portugal, all green card approvals and visa issuances for DV arrivals have been strictly paused due to national security concerns. Strict New Passport Requirement for DV-2027 In response to these security challenges, the US State Department has rolled out a mandatory new rule for the upcoming DV-2027 application cycle. You can no longer apply using just a local ID. Every single applicant is now required to possess a valid, unexpired passport from their country of citizenship before filling out the DV lottery form. What Does This Mean for You? When applying, you must input your exact passport number, the date of issuance, and the expiration date. The system will not allow you to submit your application without this data. Previously, some applicants would use local IDs and attempt to alter their biographical data (such as their age) after winning.
