Pol Pot and his Communist Khmer Rouge forces were driven out early in 1979 when the Vietnamese pushed into Kampuchea and installed Heng Samrin. The positive aspects of the intervention included an end to the mass killings of Pol Pot's opponents, and an end to the mass starvation that was threatening the entire population. Social and economic progress have also been achieved. But the UN vote reflects the disapproval of China, the United States and conservative south-east Asian states of alleged Vietnamese expansionism.
