In this case, a new mayor had been elected and clearly wanted a change. That happens. It’s exactly why contracts include severance — not as a reward, but to allow communities to move forward without unnecessary damage to people or the organization. A month after this meeting, the council voted 4-3 to terminate the manager. The mayor cast the deciding vote. When relationships break down, public torture and smearing rarely help anyone.
