After setting it down for a day or two to noodle on it, I came back to it and decided to replace the T107 SCR, which acts as a crossbar protection circuit. Sure enough, that part was partially shorted and allowing the regulator to provide only 4.7VDC. I also added a ground wire between the PCB and cold plate, and labeled the lower right connection point so that the recommended ground modifications to the game can be implemented easily.
