In combat sports, low kicks are usually weapons of attrition, accumulating pain and injury on the opponent over several repetitions of the technique. In self defense where solutions must be as quick and decisive as possible, low kicks are not as important (or even a choice at all, if you are not an excellent kicker). However, by using the "dead weight" of the leg thrown explosively from the hip, rather than trying to achieve a hard impact for injury, you can greatly affect your opponents balance and structure, and of course cause a good amount of pain as a bonus. In this "heavy leg" context, low kicks can indeed have a use in self defense, of course as an opportunistic weapon and always as a part of your combos and natural flow.
