VGC Bus Terminal, Paso de Blas, Valenzuela City September 13, 2025 As the Administration continually works toward creating a transportation system that is safe, efficient, inclusive and accessible to all Filipinos, President Ferdinand R. Marcos Jr. reintroduces the iconic ‘Love Bus’ in the National Capital Region (NCR) during its ceremonial launch with the Department of Transportation (DOTr) and Department of Social Welfare and Development (DSWD) at the VGC Bus Terminal in Valenzuela City on September 13, 2025. The ‘Love Bus’ Libreng Sakay Program is carried out through Service Contracting (SC), a transportation model where the government contracts public utility vehicle (PUV) operators to provide transportation for commuters. They will be paid directly based on their performance and the services they have completed. First launched in the 1970s, the Love Bus was the country’s first air-conditioned bus service, offering fixed stops and scheduled departures in Metro Manila. The launch in Valenzuela City today marks the start of its expansion in NCR, following the pilot programs in Cebu and Davao. The Program aims to reintroduce support mechanisms that assist both commuters and stakeholders, strengthening the public transportation system. Specifically, it seeks to provide free public transportation during peak hours on designated routes, sustain the livelihoods of PUV drivers and operators through performance-based contracts, reduce the economic burden on commuters, particularly students and workers, and improve service delivery while promoting inclusive mobility through government-subsidized public transportation. The Love Bus units presented during the event are pulled from the Persons with Disabilities – Electric Transportation Service (PWD-ETS) project under the Sustainable Livelihood Program (SLP) of the DSWD. Each unit has ramps for wheelchairs and other accessibility features, offering support to individuals with mobility challenges.
