Incident Report: On 7/10/2025 at 11:41 AM, I was conducting enforcement on SR 408 WB near mile marker 13, with Auxiliary Sgt. Impellizeri. I observed a gray Mercedes GLC, bearing a Florida tag of RLTI37, traveling westbound in the second lane from the left at a high rate of speed, with no other vehicles around it. The gray Mercedes GLC had very dark window tints. I visually estimated that vehicle to be traveling at 90 MPH in a 60 MPH zone. I activated my Stalker DSR 2X radar and received a steady high-pitched audio Doppler tone with a display reading of 92 miles per hour in the target screen of my radar display. As I attempted to overtake the gray Mercedes GLC, it began to speed up, prior to activating the emergency equipment. When directly behind the Mercedes, I activated my emergency equipment, including blue lights and sirens, on my fully marked agency-issued Florida Highway Patrol vehicle (FHP0216). I advised Sanford Regional Com Center (dispatch) that I was attempting to conduct a traffic stop on the Mercedes. The Mercedes failed to stop/yield to my lights and siren and fled at an extremely high rate of speed. At 11:42 AM, I advised dispatch that I was actively engaged in a vehicle pursuit of the gray Mercedes GLC. The Mercedes continued traveling westbound on SR 408 passing all other vehicles on the shoulders while traveling at an extremely high rate of speed. The Mercedes traveled in and out of lanes, cutting vehicles off, and nearly causing multiple crashes while traveling in excess of 100 MPH. During the vehicle pursuit, the Mercedes drove in a reckless manner, almost collided with multiple vehicles, all while attaining a top speed of 135 MPH in a 60 MPH zone. At 11:44 AM, on SR 408 near MM7, the Mercedes lost control and ran off the roadway to the left, where its left side made contact with the concrete traffic barrier in the median. The Mercedes continued to flee but was unable to gain speed due to its left wheels being damaged. I attempted to position my patrol vehicle to the rear left quarter panel of the Mercedes to initiate a PIT Maneuver. At that same time, the Mercedes purposely brake-checked me causing contact and the initiation of a PIT. The Mercedes spun out and its rear collided with the concrete traffic barrier in the median. Using the front of my patrol vehicle, I made intentional contact with the right side of the Mercedes to bring the pursuit to an end. The Mercedes came to a rolling stop on the right shoulder of SR 408, up against the guardrail. The driver of the Mercedes exited the vehicle from the driver door and fled on foot, running west on the SR 408 exit ramp to Pine Hills Rd. The driver was a Black male with a buzz-cut haircut, wearing all black shirt, jeans, and shoes. Auxiliary Sgt. Impellizeri remained with and secured the Mercedes. While maintaining a visual on the driver and running after him, I gave loud clear verbal commands for him to stop. The male driver stopped running, got on the ground, and was handcuffed. At 11:46 AM, the driver was placed under arrest for fleeing and eluding. The driver was positively identified as Darrius Demetrius Lowe using NCIC/FCIC and his social security number. Dispatch confirmed that Lowe was on inmate release status for fleeing law enforcement causing serious bodily injury or death. While walking back to my patrol vehicle, Lowe advised that he had illegal substances in his front right pocket. Lowe reached into his pocket and pulled out a clear plastic baggie containing multiple pills, which I observed while standing directly in front of him. Lowe then attempted to hide the baggie and pills by dropping them near a tree, in hopes that I would not notice. Lowe was read his Miranda warning by Tpr. Pubillones and I conducted a search of Lowe’s pockets and person. I located large wads of money in his two front pockets, separated into smaller sums, consistent with possible drug sales or activity. Tpr. Pubillones took possession of the money and advised that it summed up to $3,877. Lowe admitted that the pills found in his pocket belong to him. Tpr. Pubillones conducted a field test of the pills and got a presumptive positive result for Fentanyl. Tpr. Christopher counted 27 individual pills and weighed them without packaging. The pills had an approximate weight of 10.3 grams. Sgt. Diaz initially conducted a vehicle inventory of the Mercedes and located what appeared to be a small firearm. It was later discovered that it was not a firearm, but a torch lighter which replicates a Glock firearm. Lowe identified the firearm as being his and having knowledge it was in the Mercedes. I assisted in the vehicle inventory of the Mercedes, where I located two small clear plastic baggies containing a green leafy substance in the center console of the Mercedes. The evidence collected from the vehicle was seized and placed into evidence at the Troop D - Orlando evidence facility. I, Tpr. Lanza, am requesting to have no bond on all charges above.
