Do you need to remove tar from your brick or concrete? Watch this video. Over the years we do a lot of this and found this to be the most effective method. I've tried everything you find online and this is the best way to break it down. Unfortunately we still have to come back and paint. The concrete and brick was also treated with alcohol (Not on video) This will help "draw out" any oil from the oil based sealer that has been absorbed into the concrete. It usually takes a week or so before you no longer notice it when wet.
