You need to call and hang out often, which gets repetitive and annoying. Completing all activities and unlock special abilities for Jacob, Brucie and Packie are required for 100% completion. Roman and Dwayne are optional. It is required to complete all activities before "That Special Someone" (Mission #84). Afterwards, you'll not be able to hang out with your friends until the end of the game. Some friends like Roman, Jacob and Packie become unavailable after certain missions. Dwayne becomes your friend only after eliminating Playboy X in "The Holland Play" (Mission #51) and responding positively to his email. Canceling invites after accepting may actually stop dropping the "Like" percentage.
