The issue of Google often requiring the user to provide an one time passcode ("OTP" for short) is a common one on the Google Help Forums and across the internet. It happens to users who need to verify themselves on a new device, perhaps because they do not have many/any verification options they can use. To try to address this, I recommend that you do not rely on anything other than the official Help Centre articles for help. And, if you need guidance, to go to the official user communities, rather than a third party site. This is what I, as a Product Expert commonly dealing with this type of question, normally write on the subject on those forums: "When Google send a code to the very Gmail email of the Google Account being recovered, it is because- • The user hasn't got enough verification options set up to verify themselves adequately, and- • Google have to hope that the user has access to the Gmail's inbox on some other device or app, or is even forwarding to another email that they can access the inbox for. The bottom line is that you will need to try to use the recovery flow: https://support.google.com/accounts/t... as best you can. There is no other way. Anyone who promises to give you a guaranteed "solution" is conning you. Because it's up to each user to try to resolve this as best they can. Please read through these tips to try to help you use it effectively: https://support.google.com/accounts/a... (note the last paragraph which starts "Still can't get in?..." if all else fails).
