If you look over here you can see the electoral map from the 1992 US presidential election featuring Democratic candidate Bill Clinton, Republican candidate George H.W. Bush, and Independent candidate Ross Perot. Back in 1988, after accepting the nomination, Bush famously claimed, “Read my lips: no new taxes.” But then on November 5, 1990, he signed the Omnibus Budget Reconciliation Act, which did this quirky little thing like raising income taxes. This, paired with a recession that started in July of 1990, contributed to Bush walking away from this election with only 168 electoral votes. Clinton, who was the governor of Arkansas, chose Al Gore, a senator from Tennessee, as his running mate. This strengthened the Democratic Party’s appeal in the South. Plus, with the economic downturn being a thing, Clinton’s team saw the perfect opportunity to better connect with Southern voters and the rest of the country by focusing their campaign on middle-class tax relief, economic recovery, and of course, job creation. This strategy proved to be successful, as Clinton won the election with 370 electoral votes. It’s important to note that when it comes to the popular vote, Clinton secured 44,909,889 votes, while Bush trailed at 39,104,550 votes. And even though Perot didn’t win a single state and got zero electoral votes, he still managed to rack up 19,743,821 votes— that’s nearly 19% of the popular vote. In fact, this was the highest percentage of the popular vote a third-party candidate had received since 1912. Perot’s support came largely from voters who resonated with his campaign’s focus on fiscal responsibility and reducing the national debt. And while he didn’t carry any states, he still managed to win several counties in states like California and Texas.
