(2 Feb 1997) Spanish/Nat Peruvian President Alberto Fujimori will meet the new U-S Secretary of State Madeleine Albright Monday after pledging to open preliminary negotiations for a peaceful end to the hostage crisis in Lima. Police officers amplified sirens through giant speakers outside the residence - a day after Fujimori promised no more police provocation of rebels holding 72 hostages. Sunday's manoeuvres were more restrained than last week's police provocation of rebels, which drew gunfire after officers made obscene gestures at the rebels. The Japanese Ambassador's residence in the Peruvian capital Lima in the early hours of Sunday morning. Following Peruvian President Fujimori's promise to the Japanese Prime Minister on Saturday during their meeting in Canada, police officers were more restrained. But police amplified sirens through huge speakers set up outside the compound. Daylight came and Tupac Amaru rebels shouted slogans and sang revolutionary anthems through a megaphone. Police officers responded by drowning out the rebels with their amplified sirens - a game of cat and mouse that has continued all week. Red Cross workers made their daily trip into the compound with supplies for both the captives and the captors. Peruvian Congressman Gustavo Mohme and the editor of the Caretas magazine said they believed the Japanese influence was important. SOUNDBITE: (Spanish) It is evident that the Japanese government has succeeded in convincing President Fujimori to go for a solution based on dialogue, and that satisfies us because bloodshed must not be considered as a solution. They've taken the wrong position, they've played a game of who creates more pressure. Lately, the military has taken control over the events. There's no crisis cabinet in charge of handling the situation. The group that has been formed lately with Minister Briones, Minister Palermo and Minister Pandolfi does not handle anything. SUPER CAPTION: Fernando Rospigliosi, Editor, Caretas magazine Fujimori said Saturday his security forces would avoid provocative actions, but said they would remain deployed in strength around the compound. He said Peru would not storm the residence unless hostages were harmed. While Peru's president has agreed to open a "preliminary dialogue" with rebels, he is still refusing to consider rebel demands to free their jailed comrades. The rebels have also refused to budge on this point.
