After an opposition political party gathered a new activist and went on the usual divisive agenda of misinformation. In a video they released, they allege that only 4 Law Enforcement officers are used to cover the entire area from Ottery, Parkwood, Lotus River, Steenberg and Lavenderhill, while areas like the Cape Town CBD "enjoys a compliment of 100 officers." What they purposefully fails to disclose is that the City is currently sponsoring the services of Shotspotter, a gun shot detection system, and has rolled this out after consultation with SAPS in the areas of Nyanga, Manenberg, Hanoverpark and Lavenderhill- the areas thy were top of the list for gun related crimes. The service, charged on coverage per square kilometer, costs R92,500 per square km per month and has coverage over 9 sq km over the 4 areas, which the City funds. Upon detection, SAPS is immediately notified so they can respond. Understanding that SAPS is already horribly under resourced, the City took the decision to further assist SAPS by deploying dedicated Shotspotter response teams to each of the SAPS Shotspotter precincts. And while the NCC tries to use misinformation to spread division and alleges that communities of a predominant coloured representation are denied resources, they seem to purposefully forget about these facts when refering to the communities of Manenberg, Hanoverpark and Lavenderhill. On Friday night, I headed out and visited the Shotspotter response team going on duty in Lavenderhill. Because we are throwing everything we have for our efforts to assist SAPS, the response team is made up of all 3 of our services. Metro Police, Law Enforcement, and even our Traffic Services. Each team uses crime trends and the latest Shotspotter reports to plan their deployment so as to have 24/7 coverage. And even when the predicted threat is at its lowest and the unit is at its smallest, the response team is at least 8 members strong. And that is for Lavenderhill alone... The NCC's allegations therefore that the entire area, "from Ottery to Lavenderhill only has 4 Law Enforcement officers," can be instantly disproven based on facts. Trying to conflate the issue by saying suburbs in Cape Town enjoys significantly greater resources while "coloured communities are left to suffer" can be struck out instantly as well. We deploy our resources to assist SAPS by using evidence and facts, not divisive political agendas they so eagerly adopt. The SAPS crime statistics show that the SAPS Cape Town Central precinct has crept into the top of the list for several crime categories. The CBD is an important business district that a huge sector relies on for employment. A sector that predominantly resides in the suburbs of which the NCC claims to "represent." If crime in the CBD continued and resulted in job losses, they would again try from a different angle, blaming us. Our decision to try a pilot project within the Cape Town CBD proved so successful that we subsequently duplicated this to the Wynberg, Bellville, and Mitchelsplain Town Centre CBDs as well. Our constitutional mandate as a municipality is to 'enforce by-laws and to provide traffic related enforcement.' Instead, year on year, we are training up additional resources and deploying these to assist SAPS in 'their' Constitutional mandate, that of 'crime prevention.' So much so, two-thirds of all our resources today are completely focused on crime prevention. What else the NCC fail to mention, on their allegation of just "4 officers," is that they purposefully do not include the LEAP Reaction unit that has been stationed out in the Lotus and Ottery area, assisting Grassypark SAPS. They also do not include the deployment numbers of our Metro Police Gang Drug Task Team and other units. They fail to mention that when incidents do arise, how members from surrounding areas all respond to assist, including from the Wynberg and Cape Town CBD units. Quality (honest) politicians use facts, then find ways to improve legislation to benefit communities, such as how we have done in pushing for additional powers that allows us today to assist SAPS with their role in crime prevention. We were not obligated to do so, but we did. If we had not done so, and we played no part in delpoying our enforcement staff on these crime prevention operations, the NCC would have had no basis for their latest political agenda. Would they then have targeted SAPS instead, crying for the lack of resources? Years ago, the courts ruled that SAPS have under-resourced the communities of the Cape Flats. To this day, NCC has still not said a word on the issue, yet they claim to "speak for their people." With all their allegations, lies, and misinformation, it seems they still haven't found their voice.
