UN says number of coca fields has reduced

(15 Aug 2002) Bogota - 15 August 2002 1. Close up UN flag, pull out to wide of news conference as Klaus Nyholm greets and sits 2. Cutaway of camera 3. SOUNDBITE (Spanish) Klaus Nyholm, United Nations Representative for the control and prevention of narcotics "There has been an 11 per cent reduction in the cultivation of coca after many years of increases, from some 163,000 hectares to 144,000 hectares. However, these statistics are no cause for celebration. The fact is that Colombia is still by a long way the leading producer of coca, with some 80 per cent of the world market." 4. Cutaway of media 5. SOUNDBITE (Spanish) Klaus Nyholm, United Nations Representative for the control and prevention of narcotics: "This should be noted and recognised (the reduction). And the reason for it? We think that it is due to many causes - the eradication of coca crops, both by force and voluntarily, the development of alternative crops, and the fact that there was a larger increase in coca cultivation in 2000 and 2001 than in the years before." 6. SOUNDBITE (Spanish) Klaus Nyholm, United Nations Representative for the control and prevention of narcotics: "However, the United Nations recognise the need for stronger measures in its antidrug policy, but rather than concentrating on fumigation and the peasant farmers, who are the weakest link in the drugs chain, it should concentrate on attacking the drug traffickers themselves, and the owners of the cocaine laboratories. Therefore, we approve of the plan articulated by President Uribe in which he stresses the need for more repressive measures other than fumigation, such as the interception of cocaine shipments by air." 8. Various of peasants picking coca crop on plantation STORYLINE: The United Nations says in a new report that the number of coca fields in Colombia has reduced in the past year. It's the first time in many years that this has happened, but may not necessarily be a good thing, because the production in the fields which are left is becoming more efficient. In 2001 there were 144 thousand hectares of coca, a reduction from the 163 thousand in 2000 calculated by the UN in 2000, according to the UN's Special Envoy to Colombia. Klaus Nyholm said, after being shown satellite maps of the coca fields, that the reduction was to be applauded. Nyholm attributed the reduction to fumigation, voluntary eradication and alternate crops, but the he warned Colombia continues to be the world's primary producer of coca and cocaine. Nyholm said the UN agreed with new Colombian President Alvaro Uribe's plan to continue with measures such as fumigation and alternate crops but said new initiatives should be taken to pursue those who operate cocaine-producing laboratories and distribute the finished product.
