(12 May 1999) English/Nat The U-N High Commissioner for Human Rights has arrived in Belgrade amid mounting controversy over her plans to meet Yugoslav President Slobodan Milosevic. Mary Robinson says she wants to see first hand the damage inflicted on innocent Serbian civilians by NATO's bombing campaign. The U-N High Commissioner for Refugees arrives in Belgrade as part of a 12-day fact finding mission in the Balkans. The former Irish President has already visited Croatia and refugee camps in Albania and Macedonia housing ethnic Albanians who had fled Kosovo. She plans to visit several towns in Serbia to see for herself the damage caused by NATO bombers. But controversy surrounds the trip. Her scheduled meeting with President Milosevic - the man accused by the West of ordering the ethnic cleansing in Kosovo - is being widely criticised. Perhaps in defence of her decision to meet Milosevic, Robinson has said she will raise the issue of human rights violations in Kosovo. But at a press conference on Wednesday she clearly avoided mentioning his name. SOUNDBITE: (English) "As you know I have been assessing the serious human rights situation arising from the conflict and the terrible humanitarian catastrophe in Kosovo, and now I have come here to Belgrade. And I'm very keen to take the opportunity to see the casualties suffered, the deaths and injuries suffered by innocent civilians here in this country. And I'm going this afternoon to some other towns in so far as I have time to do it, to assess the situation, and I'll be having meetings in the morning and then I'll have a press conference after that. Thank you" SUPER CAPTION: Mary Robinson Critics of the Milosevic regime claim it's only a matter of time before he's indicted for war crimes. Two prominent U-S based human rights groups have written to the High Commissioner urging her not to meet President Milosevic, warning it risks enhancing his stature and legitimising his actions.
