When this issue originally came before ZAB there were questions about noise. A decibel is a measure of sound pressure. For every 10 decibels, you double the sound pressure. At the time of writing this the A weighted level is 40 dB outdoors, and just over 41.5 dB indoors. At 55 dB you would hear 1.5 times the usual "ambient" noise. These measurements were made in downtown Stockbridge. Simpson Mill Rd. & surroundings is likely quieter than any downtown.Perception of the measurement by humans depends on which scale your measurement equipment is set to. The A weighted scale most commonly used clips the lower frequency bass of the C weighted scale. Upon questioning by a ZAB board member the D.C. applicant didn't seem to know Henry dB limitations. Nor did they give the scale used in the sound study. There's no proper sound simulation study attached to the agenda. When the board member pressed further. The applicant responded "...two thirds of that" which is an answer I find unacceptable from an honesty perspective. 2/3rd's of what measure by which methodology, would be the proper answer.
