We answer the question "Why Are CIR/EIR Called "Average" Rates? What Does "Average" Really Mean," which came up in the Carrier Ethernet Group in Jan. 2015. In doing so, we explain basic policer operation, examine difference between the line rate and CIR/EIR, discuss how packets/frames are actually transmitted/sent on an output link, provide some visual examples and analogies to explain the notion of "average", and then discuss what the minimum time period for computing the average depends on. We conclude with a summary and open questions. We invite you to continue the dialog to refine these best-practices, so that as industry practitioners, we can develop sound practices to use in our network- and system-design and deployment.
