(16 Feb 1996) T/I: 10:12:30 For the second time in a month, Chinese officials have opened the doors of a Shanghai social welfare centre to rebut charges of abuses against children. Worldwide Television News was given unrestricted access to Shanghai's No.2 Social Welfare Institute on Chongming Island, which is run by the Ministry of Civil Affairs. A New York-based human rights group, has said the insitute, a restricted facility, is operating under 'grossly inhuman conditions'. In early January, during a media tour of Shanghai's main orphanage, officials declined to open this island facility where abuses were alleged to be taking place. However, during an unprecedented 2-hour visit, WTN was shown scores of mentally retarded children receiving physical therapy and special education in a colourful and clean environment. They were supervised by attentive staff and all the children appeared well-fed.
