NATO commander warns of trouble without deal for Kosovo's future soon

(14 Aug 2007) SHOTLIST 1. Exterior of NATO headquarters 2. Close up sign: NATO-KFOR 3. Set up of Lt. Gen. Roland Kather, NATO Commander in Kosovo 4. Close up NATO flag 5. SOUNDBITE (English) Lt. Gen. Roland Kather, NATO Commander in Kosovo: "The situation is quiet and calm, it is not stable it is unpredictable. The second message was that KFOR is prepared, that we did and we are doing our homework and some kind of third message was that patience is not endless and they should come up with a decision as soon as possible." 6. Close up of NATO sign 7. SOUNDBITE (English) Lt. Gen. Roland Kather, NATO Commander in Kosovo: "My main worry is that following some kind of whatever you may call political trouble, there will be some individuals, there will be some extremists, there will be some frustration and they need a fuse and then they might come up with some violent actions. That of course will cause a reaction from what side ever and then suddenly, this violence might run out of control and therefore KFOR is very prudently planning. We are doing our homework. I gave clear guidance to my headquarters and to the task forces to be prepared whatever might come up." 8. Mid of NATO's Commander during the interview 9. SOUNDBITE (English) Lt. Gen. Roland Kather, NATO Commander in Kosovo: "Certainly the situation will deteriorate after those 120 days and we have to do everything possible to keep it under control. Of course this could be a fuse, but I don't have evidence for that. I don't have don't have evidence so really I can understand that the politicians, they are worried about this process, because it is a difficult process. It is very complex process with two extreme positions and that makes it very difficult". 10. Cutaway STORYLINE NATO's (North Atlantic Treaty Organisation) commander in Kosovo said on Tuesday that patience was running thin in the volatile province and warned of a deterioration if international envoys failed to persuade ethnic Albanians and Serbia to agree on the future of the province within 120 days of talks. German Lt. Gen. Roland Kather, who commands over 16,000 troops in Kosovo, urged Western and Russia's envoys to broker a deal between the independence seeking ethnic-Albanians and Serbia's officials, or risk facing a violent backlash if no agreement was reached. "Patience is not endless," Kather said. "They should come up with a decision as soon as possible." Last week envoys from United States, European Union and Russia launched a 120-day effort aimed at breaking the impasse over Kosovo. The new initiative followed Russia's threat to block a Western-backed plan to grant Kosovo internationally supervised independence in the United Nations Security Council, starting a cycle of talks under the auspices of the so-called Contact Group - an informal body comprised of the United States, Great Britain, Russia, France, Germany and Italy. The diplomats are to report back to UN Secretary General Ban Ki-moon by 10 December. Kather said the situation in the province of some two (m) million was quiet, but added it was "unpredictable." "Certainly the situation will deteriorate after those 120 days," Kather said. "We have to do everything possible to keep it under control." The delay in resolving Kosovo's political status has raised fears of renewed violence as the frustration among the majority ethnic Albanians has grown after eight years of UN and NATO administration. Both sides in the talks have expressed doubt that an agreement would be reached and prospects for compromise were slim.
