The Syrian civil war has generated a prolonged displacement crisis, with northeastern Syria facing particularly complex humanitarian and security challenges. Camps for internally displaced persons (IDPs) and refugees in the region host diverse populations, including Syrians, Iraqis, and third-country nationals. Following the defeat of the Islamic State (ISIS) in Baghouz, al-Hol camp experienced a rapid influx of approximately 64,000 women and children with actual or perceived ties to the group. This development transformed al-Hol from a refugee settlement into a de facto detention facility, contributing to increasingly unsustainable security and living conditions. Pro-ISIS elements have continued to operate within the camps, and many residents remain exposed to extremist influence. A significant proportion of the children residing in al-Hol and Roj are under the age of twelve and face severe deprivation, limited access to services, and heightened risks of exploitation and radicalization. This technical session with Dr. Elie Abouaoun, UNHCR Senior Policy Advisor, and Zuhrab Saadi, Director of DAN for Relief and Development, examines the humanitarian and security dynamics within al-Hol and Roj camps. The discussion focuses on children’s vulnerabilities and protection needs, the risks of recruitment and radicalization by ISIS, and the challenges associated with facilitating safe and sustainable returns to home communities and countries of origin.
