The county surveyor is calling for action regarding the future of Portage Manor. Saint Joseph County Surveyor Derek Dieter is pushing for development at the former county-owned assistant living facility. Dieter called for a county appraisal of the land. He said, after confusion about a potential deal between South Bend and the county, something needs to be done with the land and former county home. St. Joseph County Surveyor Derek Dieter says in a press release County Commissioners told him in November they decided to give all of the Portage Manor land, minus the cemetery, to the City of South Bend. But Dieter says when he went to Mayor James Mueller, Mueller said he was not aware of the deal. WSBT asked Dieter why his news release gave the impression that this was a done deal between the county and the City of South Bend. The city, however, doesn't appear to be aware of that. Why the disconnect? “I don't know. You know, we had probably for six months before we finally got a meeting. What are you guys doing? What are you doing? What are you doing? Then, when we met, I said that, and then I follow up with Mayor Mueller and said, We haven't heard from them, like, four months. I can't tell you, one way or the other, what they're doing,” said Dieter. Mayor Mueller addressed the topic on WSBT 22 First In The Morning. We asked Mueller if Baxmeyer told him the county would be giving South Bend the land, Mueller says nothing was finalized. “We've had conversations for a long time, and until it happened, that's something that's been discussed, but they've also discussed alternatives, and until they take action, I don't know what the commissioners are going to decide to do,’ said Mueller. “The city's position is pretty clear. If we're going to be involved and build out infrastructure, we want to make sure that there's taxable uses to support that infrastructure build out.” St. Joseph County Commissioner Rafael Morton added that while discussions have been held, including with Dieter in November of 2025, no decision was made final. “At that point, there was strong consideration of working in partnership with the city, moving forward with the portage Manor property, but at this point, we are still considering all options, including getting an appraisal for the building and the surrounding property,” said Morton. Dieter wants the land around Portage Manor to be kept as nature preserve, but he’s pushing for an appraisal of the building to determine its value for potential developers. Currently, no appraisal has been done by the county and Mayor Mueller said any action on the site is up to county commissioners.
