Today, Jennifer Upton, a former senior UK diplomat with over two decades of experience operating at the highest levels of international crisis management and foreign policy decision-making, sits down with Cassian Peña, economist and Head of Development at IN Network: The National Security Academy. Jennifer held senior leadership roles at the UK’s Foreign, Commonwealth & Development Office, including as Head of EU and UN Sanctions Regimes Policy and later as Head of Sanctions Designations, where she was instrumental in shaping the United Kingdom’s post-Brexit sanctions framework. Her career placed her at the center of some of the world’s most consequential moments—from terrorist attacks in Pakistan and the Arab Spring uprisings in Egypt, to leading policy responses following Russia’s invasion of Ukraine. Drawing on her experience inside government, Jennifer briefly reflects on the importance of human intelligence in leadership—reading the room, navigating pressure, and making sound decisions when information is incomplete.
