I have a bigger gal, clocking in at 29lbs. I wasn’t concerned about her fitting under the seat, because corgis are short sausage like dogs, I was concerned if the bag would fit under the seat. I also have a corgi puppy (left side carrier, same size, xl, under window seat). The middle seat is definitely the way to go if you have a big small dog! It was a little tight on the window seat, but the puppy was there so I could squish some around easier. The carrier fit no problem and my big corgi had plenty of room to lay down in (see second photo, you can barely even seen her in the carrier!!). This was a United A320 flight and we didn’t have any issues with anyone.
