Babylon is a terrific civilization, worthy of being at the top of anyone's list! The free Great Scientist is genuinely free, and a ridiculous science boost. Top that off with 50% boost towards scientist generation and you can ensure science is never an issue. The Bowman (archer replacement) is also brilliant, giving Babylon a unique dimension as an early war civ that no one else can match. Finally, the Walls of Babylon are a great building, but sadly it's only useful once you're already in a bad spot (having a city attacked).
