This level is still somewhat random, but I got some things figured out. The next guard at the barricades will spawn after one of the guards' helmets disappears after you kill him, which happens 2 seconds after the body fades out (which is animation dependent). The one in the first barricade is still annoying to get because apparently he spawns a bit far away and has to run towards the corner.
