In a small bowl, dissolve the baking soda in the sour cream and set aside. Cream the butter and sugar until light and fluffy, and then add the vanilla extract. Add the eggs one at a time until combined. Add the flour, baking powder, and salt, and mix well. Add the sour cream mixture and mix until evenly incorporated. In a bowl, mix the diced apples with the cinnamon and 1⁄4 cup of the caramel (half the amount), and then add them to the cake mixture. Mix well. Pour into a greased cake pan and drizzle the remaining caramel over the batter. Bake for 45 minutes or until a toothpick inserted comes out clean.
