Kiryu meets with the boss of the Ryudo Family, Shigeru Nakahra. He tells Kiryu to give the right to his orphanage and leave Okinawa. However, Kiryu tells him that he won't be leaving and there meeting today was to only tell the boss his stance on the issue. After that Kiryu finds an injured woman on the street and rushes over to help her friends who are being attacked by a group of bikers?! Turns out this group of girls is an Okinawan biker group called the Haisai Girls. Their leader asks Kiryu to join the group and help them push out this biker gang from Tokyo, Kiryu agrees once he learns that the leader-Tsubasa-is actually the daughter of Kiryu's friend and Kobojutsu instructor Miya.
