A bank called First Pacific Bancorp, Inc. wanted information about the financial state of a bank that had been taken over by the government (FDIC). They sued FDIC in state court. They claimed FDIC had a duty to share information with shareholders, and that FDIC broke this duty. The lower court said that FDIC didn't have to give this information to the shareholders. Later, the shareholders sued FDIC again, claiming that they had a right to get the accounting documents. They wanted to know if FDIC followed the rules for sharing information.
