Michael understands ideologies as ways of political thinking that tend to share some core values, but which place these values in different hierarchies of importance. They then use propaganda to mobilise support around these priorities. A core value such as liberty for Freeden exists in most political ideologies; what is different is whether or not it is included a central place, or ‘top priority’ status, or whether it is subservient to other goals, such as order or social harmony of equality.
