Part IV: Directives for Cooperative issued by NRB -Member protection | Sahakari Mapdanda

NRB has issued directive to Saving and Credit Cooperatives (SACCOS) as part of regulation on 2081 Chaitra 21. This is 4th Video from the same directives which explains about Member Protection (सदस्य संरक्षण) and Miscellaneous (विविध). This video explains all the points of Chapter 8 and Chapter 9 of directives with its elaboration so that everyone directly or indirectly associated with cooperative understand the terms, its rationale and helps to enhance knowledge which can be further utilized for implementation. Cooperative sector is recognized as one of the three pillars of the national economy, alongside the public and private sectors. There are around 31,000 cooperatives and majority of them are Saving and credit cooperative (SACCOS). Further, cooperatives provide employment to around 60,000 people with more than 5 million members associated. Cooperatives are seen as crucial for poverty reduction, service delivery, and promoting gender equality and financial inclusion. However, there are several challenges in cooperative sectors which is in increasing trend. Major problems and challenges of cooperatives in Nepal are dormant members, weak governance and management, inadequately trained human resources, lack of business plans, weak monitoring information system (MIS) reporting and performance standard and weak portfolio management. Moreover, to this, lack of regulator is another major problem which led cooperatives to perform beyond the standard laid down norms of cooperatives. Through this directive, NRB aims to manage cooperatives in such a way Banks are managed. If followed properly, the directives pave the way for cooperatives to move forward with proper governance. Though, regulatory challenges still persist without dedicated institution with adequate capacity.
